Hard filters

• Runs locally from repo-native inputs.
• Uses deterministic parsing, rules, patch synthesis, and confidence scoring first.
• Produces an autonomous artifact: patch set, report, CI gate, dossier, or risk summary.
• Avoids source upload, production credentials, paid APIs, and human delivery.
• Fails closed when a safe fix is uncertain.

Monthly cycle

1. Collect current official pressure.
2. Score candidates by urgency, willingness to pay, feasibility, distribution, gap, repeatability, and trust burden.
3. Publish one Well of the Month.
4. Build the smallest local proof artifact.
5. Promote, pause, or kill by measured demand.
