Fix stale published resume snapshots

Summary

• detect saved draft changes that are newer than the published snapshot before auto-publishing from the Publish tab
• update workspace published_at on every publish so freshness checks can distinguish current vs stale public snapshots
• add regression coverage for publication freshness and repeated workspace publishes
