1. Install AGW 7.20 beta 2.
2. Settings -> Ad blocking -> Filter editor -> add some rules to User rules filter.
3. Install 7.21 nightly 6.

Expected Behavior

Previously added user rules exist and acting.

Actual Behavior

Previously added user rules disappeared and not acting.
