Issue Details

1. Install AdGuard for Windows 7.11.3
2. Turn on DNS module
3. Choose System DNS
4. Close AdGuard via tray (completely)
5. Turn off Internet connection
6. Open AdGuard

Expected Behavior

AdGuard starts without problems
