Downloading Books PDF files locally on iPad (Apple, fix it!)

I have a library of 1000 pdfs (notes, articles, handouts...). I just bought a new iPad Pro M5 and discovered that the icloud sync doesn’t download locally the copies. I turned on the book sync on the mac, but it downloads only the books I have bought.

I need to click twice on each pdf to download the file on the iPad. over 1000 thousand times!!

Apple, please fix this. It was possible once to do it (till Sequoia)!!
